Naturalisation for Exceptional Service and Merit
Established under the Maltese Citizenship Act and its subsidiary legislation, this programme grants citizenship on the basis of exceptional service and contribution. Individuals who have demonstrated exceptional value to Malta through service or contribution — including philanthropic activity in science, sport, technology, entrepreneurship or the arts, and initiatives that create employment, development opportunities or social impact — may obtain Maltese citizenship together with their families.

A spouse or partner and dependent children may apply together,
subject to the eligibility conditions set out in the law.

Eligibility
Applicants must satisfy at least one of the following:

Capabilities or resources of national importance
Skills, qualities, talents or expertise that are vital to advancing Malta's national priorities and long-term interests.
In addition to the contribution criteria above, applicants must meet the following baseline requirements:

- A transparent, well-documented source of wealth

- Other professional fields capable of delivering lasting national value
Application Process
The route centres on a systematic application dossier that presents the applicant's background, achievements and forward plans, including:
- Professional and social contributions
- Key accomplishments to date
- The continuing value the applicant can bring to Malta
Once the assessment is completed and approval in principle is granted, the naturalisation application is formally submitted. Final approval rests with the responsible Minister, after which Maltese citizenship is conferred.

Dual Citizenship
Malta permits and recognises dual citizenship and imposes no restrictions on an applicant's existing nationality.
